Overview:  In 2009, Millennia Housing Development acquired International Towers, located in the heart of downtown Youngstown, Ohio.  Originally built in 1979, International Towers is home to 173 senior and disabled households.  International Towers had several issues that needed to be addressed through a substantial rehabilitation, including major components past their effective useful life, inadequate community space, and the lack of air conditioning in units.  Millennia Housing Development immediately began planning to secure the resources necessary to preserve and transform this important senior community. The effort paid off with an award of Low-Income Housing Tax Credits in 2015.  Millennia Housing Development closed on all financing in October 2016 which allowed construction to begin in November.

The Plan:  Plans for the preservation of International Towers include substantial exterior and interior improvements.  Exterior improvements include enhancements to the public plaza and landscaping, as well as the addition of a new security camera system, picnic pavilion, community gardens, and an innovative bio retention water system.  Interior improvements include the substantial rehabilitation of all apartments, including energy efficient lighting, windows, and appliances and replacement of all fixtures in the kitchen and bathrooms.  Air conditioning will be added through the installation of Energy Star HVAC systems. International Towers will be certified through the Enterprise Green Communities program.  

Through extensive outreach with the residents of International Towers by Millennia Housing Management’s Resident Advocacy Director, the preservation plans for International Towers also include supportive services that will enhance the life of residents.  These services include social activities, health and wellness programs, supplemental food assistance, evaluation of Medicare and Medicaid benefits, and the coordination of affordable transportation.  Services will be provided through partnerships with local agencies, including the United Methodist Community Center, Humility of Mary Health Partners, CareSource, and Community Legal Aid Services.

Construction should be completed in the first quarter of 2018.
